David has spent his career at the intersection of Australia's private health insurance system and its hospital sector — the most commercially and politically contested relationship in Australian healthcare. He has advised PHI fund boards through regulatory issues, structured insurer–hospital contracts during periods of acute commercial tension, and provided independent advice to government on private health policy at moments of legislative change.

His understanding of the system comes not from observing it from the outside, but from operating within its most consequential decisions. That experience — across fund governance, contract negotiation, regulatory strategy, and commercial positioning — is what Aller Consulting brings to each engagement.
